's fault. Utterly.

And I think this is the most plausible idea on the Doctor's behavior at the start of the regeneration. Jackie's tea infused into his synapses, causing a semi perpetual sugar and caffeine high.


And my first attempt at the Ninth Doctor. Whooligans is really the Tenth Doctor and Rose, but he is a fun contrast.

And....the power went out. Again.
